Update on Adult Mental Health Day Services Review

LPT - Foundation Trust application
Leicester Partnership NHS Trust provides mental health and learning disability services for Leicester, Leicestershire and Rutland. They are currently in the process of applying for Foundation Trust status, which will mean that local people and Trust staff will have a bigger say in how services are provided in the future.
So what does Foundation Trust status mean? The Foundation Trusts are still part of the NHS, however they are run locally and have greater control over their own finances. The trust will be working more closely with local people and groups to provide the services which best suit their needs. Local people will have the opportunity to become Members of the Trust, influencing what it is doing, and to elect representatives onto a Council of Governors.
The application process is a lengthy one, taking about 18 months. But even at this early stage you have the chance to voice your views.

Herrick Ward update
As many of you will be aware the Herrick Ward at the Brandon Unit was closed on a temporary basis at the beginning of the year.
The Trust Board has now agreed to arrange for formal public consultation to take place on the proposal for permanent closure of Herrick Ward.
Details of the consultation should be available in August. The People’s Forum will be happy to pass on your views if you want to contact us.

People's Forum update
Ward Forums
Members of the People’s Forum are now helping to facilitate ward forums at both the Brandon and Bradgate units. This provides a safe way for patients to voice concerns, ask questions and find out information, as well as keeping the Forum in touch with current service user views.
People’s Forum Mental Health Issues Group
This group meets monthly to discuss current issues in mental health and to feed back from People’s Forum involvement. We sometimes have service providers attending part of the meeting to discuss the work they are doing and to gather service user views. The programme for the next tow meetings is as follows:
Wednesday 16 August 2006: presentation and discussion on the Access to Art Project
Wednesday 13 September 2006: presentation and discussion about Improving Access to Psychological Therapies.

Update on Adult Mental Health Day Services Review
An information update has been produced on the review of adult mental health day services for Leicester, Leicestershire and Rutland. The review is aimed at modernising day services to ensure that they are more person-centred and promote social inclusion and recovery.
In the summer of 2005 a series of events were held and people were asked to
give their views and comments through consultation events and a questionnaire, which resulted in 6 principles for future services.
Principle 1:
Day services will be based in the recovery model. This means that the people using the services and the people who work in them believe that everyone must:
- Have Choices
- Have Control
- Be included in their communities
- Have hope for the future
- Have recognition of their rights
Principle 2:
Care planning must strongly focus on the individual:
- See the person as a whole
- Look at each person’s strengths and wishes as well as needs
- Services need to be able to work with people who want to buy their own services by using Direct Payments
Principle 3:
Day services must be able to meet the needs of individuals:
- All services must work together well
- There must be good information about day services
- Day services must have good links with the wider community
Principle 4:
People who have experience of mental health problems must be supported to be involved in the development and delivery of day services:
- In planning and running services
- To become volunteers and paid workers
- In controlling what the service does
Principle 5:
There must be a balance of services:
- This means some services, which are local and easy to get to, like walk-in support groups.
- It also means we need some specialised services
- All the services must give value for money
Principle 6:
When services change, it is important to make sure that people know what is happening and continue to have places to go to.
- People need good information about what is happening and why
- There needs to be a timetable so people know when things will happen
- People who have mental health problems and staff need to get support so that they can prepare for changes.
After the consultation a ‘Strategic Direction’ document was produced to make clear the values, principles and priorities for day services. The document also contributed towards a model for day services in the future to ensure social inclusion and accessible services that respond to individual and specific needs.
Further work will be done to develop specific and details proposals followed by a three-month consultation. Details of this will be available shortly
